We are installing an above ground pool. Should we put the pool in first and build the deck around it or build the deck and install the pool last? Should we put concrete under the pool?

Its been really windy, and a glass table tipped over, sending glass everywhere. It went into our pool, pool deck, rock mulch, pinestraw (pine needle mulch) and grass. The pool deck will be relatively easy to sweep, but what about cleaning everything else, especially our pool?
We live in Goldsboro NC, is there a company that might do this kind of work?
Also, will we have to drain our pool, because that is a major pain, and costly.

I have an old flagstone pool deck with no drains, over another pool deck of unknown dimensions and unknown material. I have an estimate which includes "free" demolition of the old decks. Area is large, over 1900 square feet.
